article in The Teacher, December, 1907, Dr. Witmer comments upon this fact in discussing the evolution of special classes in the Philadelphia schools. Before attendance at school was enforced by law the Superintendent had reported that there were not enough backward children in any neighborhood in Philadelphia to form a special class. By 1900 there were reported 1,122 children in the schools too backward for the usual grade instruction.
